
ASSISTANT FINANCE OFFICER

2. Zero Tolerance for Sexual Exploitation, Abuse and Harassment (SEAH)
C-SEMA has a Zero Tolerance policy on SEAH. The volunteer agrees to take all appropriate measures to prohibit and prevent actual, attempted and threatened sexual exploitation, abuse and harassment at all times whether on duty or off duty during the duration of this agreement in line with C-SEMA’s policy of zero tolerance on sexual exploitation and abuse (SEA) by employed staff, volunteers, contractors and or any other persons engaged C-SEMA.
3. Job Summary
The Finance Assistant, reporting to the Head of Finance and Operations, ensures the smooth execution of daily operations and financial processes for C-SEMA. This role requires a detail-oriented, proactive professional who excels in managing complex schedules, coordinating travel and events, and handling confidential information. The Assistant Finance Officer processes invoices, tracks expenses, and supports budget management. The position provides executive support to the management team, including calendar management, travel booking, expense reporting, and general administrative tasks. The ideal candidate anticipates and addresses the needs of C-SEMA. This role involves liaising closely with various departments across the organisation to ensure smooth business processes, financial accuracy, and operational efficiency.
This position is project based. Additional funding may be obtained to extend the position’s contract beyond the agreed timeframe.
4. Key Responsibilities
Transaction Processing

Making payments and receiving funds according to C-SEMA’s accounting policies and procedures.

Checking payment vouchers to ensure that right budget codes have been used before they are booked in for payment processing.

Verifying to ensure that there is sufficient supporting documentation to all financial transactions enough to provide clear audit trail.

Banking all receipts intact and promptly in line with policies.

Booking payments and receipts on a timely basis.

Making payments only through payment run processes and only on designated days in line with policies.

Arranging for and facilitating signing of cheques/payment instructions by appropriate signatories in line with policies.

Making sure that the cash book is accurate and up to date at all times.

Undertaking organised filing and safe custody of finance documents.

Supporting Finance Officer-CP Operations in carrying out physical spot checks on fixed assets.

Ensuring that relevant taxes have been duly deducted from all payments in line with tax regulations.
Internal Controls, Policies and Procedures
-
Providing support on enforcement of policies, procedures and internal controls by performing preliminary checks on whether transactions being processed are in compliance with policies.

Checking that payment vouchers or requests are duly authorized by appropriate budget holders and to the right levels of delegation of authority.

Checking that cheques/payment instructions have been signed by appropriate signatories and in line with set mandate.

Checking that cheques/payment instructions are complete in all aspects before dispatch to payees.

Ensuring controls are properly followed on custody of cash and other valuables including access to safe in line with policies.

Ensuring that financial records are properly safeguarded in proper files and that any pull-outs/movements of documents are properly recorded for easy follow ups.

Making payments of remittances in compliance with statutory requirements (taxation and pensions regulations)
Administrative and Logistical Support

Provide day-to-day administrative support to project activities, including event planning, travel arrangements, procurement follow-up, and communication with vendors.

Support the coordination of field missions, stakeholder meetings, and training workshops.

Maintain accurate filing systems for project documentation in line with UNFPA records management standards.
Procurement and Asset Management

Support the preparation of requisitions, vendor forms, and bid documentation in line with C-SEMA’s policies.

Assist in inventory management and tracking of project equipment and supplies.

Ensure compliance with asset use and documentation protocols.
5. Qualifications and Experience
-
Bachelor of Accountancy Degree.
-
Excellent command of the English language is essential.
-
In-depth experience of financial transactions processing.
-
Knowledge of accounting for non-profit organizations and financial management best practices is an added advantage.

Excellent skills in examining supporting documentation to financial transactions.

Good knowledge of key procurement stages and related documentation.

Experience of using an accounting package.

Excellent computer skills, particularly Excel & Word (MS Office in general).

Excellent task planning and prioritization skills.

Ability to work under pressure.

Strong knowledge of relevant tax laws and regulations.

Experience in handling cash.

Excellent skills in records management.
